Two years back , marriage registration process was very easy in Tamilnadu and there was a possibility to do register marriage simple steps. We done our friends marriage near beach station. Recently we tried to do one love marriage for my friend and approached Advocates in Chennai. One of our Advocate told that now the situation are totally Changed and marriage registration process become very tough in Tamilnadu. Even though if you have all documents to satisfy the rules, no registrar will allow to do marriage registration without parents presence. Even though the marriage was solemnized with support of parents the registrar will ask their presence once again for registration.
If the parents are sick or out of station , the marriage registrar will not bother about difficulties of the couples. They will simply refuse the registration. He said It is UN written law introduced by tamilnadu registration department. This is the present situation in Tamilnadu. Also he said its is become more expensive in Chennai.
If both are have a eligible age to get married legally in India, Irrespective of cast and religion they can marry legally under special marriage Act. Why the registrars asking like this.
He said that online marriage registration felicity introduced by the Tamilnadu is just for eye wash and nothing will happen without the presence of parties and parents

The Advocate further Explained why online registration is not possible ?

Many people believes that marriage registration can be done through online.
But it is not possible in real life.Even in United States this is not possible.

Registration means concern parties must sign and put thump impression in marriage register kept in the marriage registrar office.
So without presence of bride and groom it is not possible to complete the registration in Tamilnadu.

So online marriage registration is never possible in Tamilnadu and the registrars will not allow to do that
After marriage registration, people can access their data through online and this fecility available only for Hindu marriage registration only. If you register your marriage under Hindu marriage Act , you can see your registration details in Tamilnadu Government official website .
If you register your marriage under special marriage Act and Taminadu Marriage Act , you cannot see your data in Government website.
So if you want to do marriage registration, you have to visit sub registrar office in person to complete the marriage registration. Further he told that you cannot get even certified copy of marriage certificate through online. If you need copy of marriage certificate , you have to visit the sub registrar office physically.

The Government of Karnataka has introduced the online marriage registration felicity similarly like birth registration .

The government issues certificates under the Hindu Marriage Act and the Special Marriage Act. Only 15% of the marriages in the state are registered. The online initiative is aimed at encouraging more couples to register their marriages, as mandated by the Supreme Court and the National Law Commission.
At present, a couple has to make many visits over at least a month to get the marriage certificate after submitting documents like identity proof, age proof and details of two witnesses to the ceremony.

How to Obtain A Marriage Certificate online in Karnataka

A marriage certificate is a valid legal document that establishes the marital status of a couple. It is an essential document, particularly for married women. In India, marriage registration can be done either under the Hindu Marriage Act, 1955 or under the Special Marriage Act, 1954, or under the Parsi Marriage and Divorce Act, 1936.

While the Hindu Marriage Act is applicable only to the Hindus (Hindu, Buddhist, Brahma, Parthana and Arya Samaj), the Special Marriage Act is applicable to all citizens of the country, irrespective of religion, caste, and language. The Parsi Marriage and Divorce Act, 1936 is applicable to Parsies and Zoroastrians.

Eligibility to apply for Marriage Certificate in Karnataka
Bridegroom must have completed 21 years of age.
Bride must have completed 18 years of age.
Documents needed to apply for Marriage Certificate in Karnataka
The following documents are needed to register and obtain the marriage certificate in Karnataka.

Completely filled application form, duly signed by both bridegroom and bride
Original wedding card.
Proof of address of bride and bridegroom – Passport/ Voter ID Card/ Driving License/ House Rent Agreement/ Telephone Bill or Electricity Bill. The address proof must be in one of the applicant’s name.
Age proof of bridegroom and bride – Mark sheet of 10th standard with the date of birth mentioned on it or Passport.
Identity proof of bridegroom and bride – Passport / PAN Card / Voter ID card / Driver’s License.
2 passport sized photographs each of bridegroom and bride
6 copies of joint photographs of bridegroom and bride in 2B size.
2 photographs of the bride and bridegroom wearing their marriage dress and are clearly seen taking part in the marriage ceremony (preferably with their families).
Separate marriage affidavits in prescribed format from bridegroom and bride
Aadhar card
Affidavit in case of name change of bride after the marriage.
The newspaper in which the information of the bride’s name change was published.
Note:
All documents must be self-attested
At least one of the applicants must have government issued residence proof.
Carry the original documents for the officer to verify.
Offline procedure to apply for Marriage Certificate in Karnataka
The jurisdictional sub-registrar’s office will be the residence of either of the bride and groom and not the place of marriage.
Visit the sub-registrar office nearest to your residence to get the prescribed application form for marriage certificate.

Carefully fill in the details in the application form. If there was a name change of bride after the marriage, make sure to write the new name in the form
The form must be signed by three witnesses of the marriage. Witnesses can be friends and relatives.
Submit the filled-in form along with the necessary documents at the office of the sub-registrar. The information will be verified officially and 6 printouts of the information provided in the application will be handed over to the applicants.
The bridegroom and the bride must put their signature on the printouts of the forms in the specified area
Two copies of the certificate of marriage will be handed over to the bride and bridegroom at the office of the sub-registrar and the other copies will be kept for official records

Select the name of your district and continue
Fill in the bridegroom’s details and select “Registration of Marriage Certificate”.
Fill in Marriage Certificate form and select date of appointment
Submit the form by clicking on “Submit Application”
A temporary number will be allotted to you that will be found printed on the acknowledgment slip and this will complete the application procedure
Take a print out of acknowledgment slip and keep it with you
Witness for Marriage Certificate
Any person who has attended the wedding of the couple can be a witness for the marriage registration.
The witnesses are preferred to be the closest blood relation each from bride and bridegroom.
Ideally they insist on one of the parents along with their identification and address proof being the witness to the registration.
Charges for Marriage Certificate

No fee is required for registration of marriage under Hindu Marriage Act. The application fee is Rs.5 and the fee for certified copy is Rs. 10.
Fee for solemnization of marriage under the Special Marriage Act is Rs.10. An amount of Rs.15 is charged extra for solemnizing in any other place outside the sub registrar’s office. The fee for notice of intended marriage is Rs.3. The fee to obtain the certified copy of certificate of marriage is Rs.2
Under Parsi Marriage Act, the required fee to be paid for certified copy of a certificate of marriage is Rs.2.
Update: According to media reports on October 3, 2017, the government plans to introduce online registration of marriage certificates. Aadhaar numbers for bride and groom will be mandatory. The marriage certificate will be delivered by email. Stay tuned for updates.

You can download marriage certificate like original one. A senior Registration department official said the department was planning to similarly roll out birth and death certificates online "
If you don't have Aadhar you cannot register your marriage online and As usual you have to visit sub registrar office many times .

Even though if you have Aadhar , no registrar will allow you to get your marriage certificate online. They will put queries about your document and they will force you to visit marriage registrar office .

Complications exerted :

1.There are many chances for malpractice by the couples
2. There are many chances to do marriage registration without the knowledge of each other.
3. If any misunderstanding in the future, they will dispute the validity of online marriage certificate

Note : Many counties including developed countries in the world still not introduced the online marriage registration.
First time in the world the Karnataka Government going to online marriage registration felicity in world. It it was successfully implemented, it will be great achievement for Karnataka Registration department.

Online Marriage certificate in Chennai, Tamilnadu :

One of friend living in Tnagar , Chennai . He is a Hindu native of Thirunelveli and the bride is also a Hindu and Australian national. They wanted to do register marriage in the month of April 2018 in Chennai .

She is visiting India and she will be available in Chennai for 15 days. So they want to complete the Hindu registration process within 15 days and he need marriage certificate for include spouse name in passport and apply Indian visa for wife.

We approached nearby sub registrar office in Tnagar, Chennai They said that Foreigner Marriage has to be registered under special marriage Act they have to give 30 days notice.

Also he told that Any one must have local address proof and
Bride must have following documents :
1. single status certificate from Australia .
2. Police verification letter
3. NOC form Australian Government
4. Bride parents

But the problem is she is native of Australia and she wish to apply PR for her husband after marriage. They need only Hindu Marriage certificate because my visa consultant told that hindu marriage certificate only will be available online. So if I get Hindu Marriage certificate it will be easy to verify through online and we can speed up the visa process.

A marriage certificate is an official statement that two people are married.
In India, Marriages can be registered either under the Hindu Marriage Act, 1955 or under the Special Marriage Act, 1954.

Procedure to apply
• For Marriage Registration under Hindu Act: You can apply at office of the Sub-Divisional Magistrate in whose jurisdiction the husband or wife resides on any working day.
• Fill the Application form duly signed by both husband and wife.
• Verification of all the documents is carried out on the date of application and a day is fixed for the appointment and communicated to the parties for registration.
• On the said day, both parties, alongwith a Gazetted Officer who attended their marriage, need to be present before the ADM. The Certificate is issued on the same day.
